Meta's audience 'suggestions' are a nudge, not a filter.

You set your interests and assume Meta stays inside them. With Advantage+ audience on, it won't. Here's what Meta actually treats as a hard filter, and what really decides who sees your ad.

You build a Meta ad set, set detailed targeting to the interests and behaviors that describe your buyer, and assume your ad will only reach people inside that audience. On almost every modern campaign, that assumption is wrong. What you entered is a suggestion, and Meta is free to deliver past it.

The mechanic

With Advantage+ audience on, which is now the default for most objectives, the inputs under detailed targeting are treated as audience suggestions, not hard constraints. In Meta's own words, suggestions "automatically show ads to people most likely to respond," and the system will "show ads to people matching your suggestion and other audiences when it's likely to improve performance." The line that matters: "Suggestions don't always constrain your audience."

Meta even gives the example. Suggest the gender Women and your ads can still deliver to men if the AI predicts they will respond. The interests you picked work the same way. They tell Meta where to start looking, then it expands outward wherever it sees cheaper results against your optimization goal.

Detailed targeting tells Meta where to start looking, not where to stop.

What is actually a filter

A few settings are real constraints. Meta calls them audience controls, and ads will not deliver outside them: locations, minimum age, languages, and custom-audience exclusions. Everything else, including age, gender, detailed targeting and custom-audience inclusions, defaults to a suggestion unless you promote it.

That is the single most useful thing to know here. If a boundary is non-negotiable, it has to live in a control, not a suggestion.

The real steering wheel

If interests are only a hint, what actually decides who sees your ad? The optimization event. Meta finds more people who take that action and fewer who do not, and it does that whether or not they match your interests. This is why a clean conversion signal matters more than a clever interest stack, and why a new account optimizing for a rare event stays blind. Fix the signal before you fuss over the audience.

Where this flips

Retargeting is the exception. Meta recommends against Advantage+ audience for retargeting, because the whole point there is to stay inside a known list. Keep your custom audience tight and leave expansion off. For prospecting, expansion is usually working for you, as long as your conversion signal is honest about who a good outcome is.

Two caveats. When Meta expands your audience, the estimated audience size no longer reflects who will actually be reached, so stop treating it as a guarantee. And special ad categories, meaning credit, employment and housing, plus social issues, elections and politics, do not get Advantage+ audience at all, so there your detailed targeting behaves more like the filter people assume it always is.

The takeaways

  • With Advantage+ audience on, detailed targeting, age and gender are suggestions. Meta delivers past them when it predicts better results.
  • Only locations, minimum age, languages and custom-audience exclusions are hard controls by default.
  • Put non-negotiables in controls, and lean on exclusions, not interest inclusions, to fence spend.
  • The optimization event, not the interest list, is what really steers delivery.
  • Retargeting is the exception: keep the audience tight and expansion off.

Common questions

Does Meta only show my ad to the detailed targeting I select?

Not by default. With Advantage+ audience, which is now standard for most objectives, your detailed targeting is treated as a suggestion. Meta shows your ad to people matching it and to other audiences when it predicts more or cheaper results against your optimization goal. In Meta's words, suggestions don't always constrain your audience.

What counts as a hard targeting filter on Meta?

Audience controls: locations, minimum age, languages, and custom-audience exclusions. Ads will not deliver outside these. Age, gender, detailed targeting and custom-audience inclusions are suggestions unless you promote them to controls with Further limit your audience and untick Use as a suggestion.

How do I stop Meta expanding my audience beyond my interests?

Move the setting from a suggestion to a control. In audience setup, choose Further limit your audience, select the age, gender, detailed targeting or custom audience you want to enforce, and untick Use as a suggestion. Meta notes this trades performance for precision, so limit only what must be limited. Exclusions are already controls and always apply.

If interests are only a suggestion, what controls Meta's delivery?

The optimization event. Meta finds more people who take the action you optimize for and fewer who do not, regardless of your interest selections. A clean, meaningful conversion signal influences who sees your ad far more than the interest stack does.

Checked against Meta's docs. The framing and the advice are our own, taught on mentoring calls; no client data is used. The platform facts are Meta's: Advantage+ detailed targeting reaches "a broader group of people than you defined in your detailed targeting selections," while "any exclusions and targeting selections outside of detailed targeting (such as age, gender, location and language) continue to apply" (About Advantage+ detailed targeting); and audience suggestions "don't always constrain your audience," whereas audience controls (locations, minimum age, languages and custom audiences to exclude) do, with "Further limit your audience" and unticking "Use as a suggestion" the way to promote a suggestion to a control (About audience controls and audience suggestions in Advantage+ audience).
