What is Smart Bidding?

Smart Bidding is Google Ads' family of automated, conversion-based bid strategies, including Target CPA, Target ROAS, Maximize conversions and Maximize conversion value. It sets bids per auction using signals you cannot bid on manually, and it needs conversion data and a calibration window to work.

What Google says

In Google's own words: “Google Ads Smart Bidding refers to bidding strategies that use Google AI to optimize for conversions or conversion value in every auction.” (Google help center)

What it does

Instead of one bid per keyword, Smart Bidding sets a bid for every auction using context you cannot reach manually: device, location, time, browser, remarketing list membership and more. That is its real advantage over manual CPC, and the reason it needs accurate conversion tracking. Feed it a bad conversion action and it will optimize faithfully toward the wrong thing.

What it needs from you

Two things. Clean conversion data, ideally tied to revenue or pipeline rather than raw lead count, and patience through the learning period after changes. Setting an unrealistic target CPA is the most common way advertisers sabotage it, because the target is an instruction about which auctions to enter, not a spending cap. The strategies that are not Smart Bidding matter just as much: Maximize clicks and Target impression share are automated but do no auction-time bidding, so they will ignore your conversion goal. Maximize conversions is usually the safest place to start. The Meta equivalent of getting this wrong is choosing an optimization event the account cannot produce enough of. Since August 17, 2026, Google bids budget-limited Target CPA and Target ROAS campaigns more consistently toward the stated target, so a target that is looser than your actual results now gets spent into; review targets rather than leaving a buffer.

A worked example

Say two people search the same keyword in a Search campaign with a $60 Target CPA. One is on your remarketing list and on desktop during work hours, and Google predicts a 6% chance of converting; the other is a first-time mobile searcher at 2am with a predicted 1.5%. In simplified terms, Smart Bidding can bid up to about $3.60 for the first ($60 x 6%) and about $0.90 for the second ($60 x 1.5%), a split no single keyword bid could make. Illustrative numbers, not a client result.

Common questions

What counts as Smart Bidding in Google Ads?

Conversion-based automated strategies: Target CPA, Target ROAS, Maximize conversions and Maximize conversion value. Manual CPC and Maximize clicks are not conversion-based, so they optimize for traffic rather than outcomes.

Why is my Smart Bidding campaign underperforming?

The usual causes are unreliable conversion tracking, too few conversions for the algorithm to model, an unrealistic target, or repeated edits that keep restarting the learning period.

Is Maximize clicks a Smart Bidding strategy?

No. Google's Smart Bidding page lists Target CPA, Target ROAS, Maximize conversions and Maximize conversion value as the Smart Bidding strategies. Maximize clicks is an automated bid strategy that optimizes for clicks, not conversions.

Can you use Smart Bidding with no conversion history?

Yes. Google says you can turn on Smart Bidding without prior data, but you need conversion tracking enabled, and it recommends judging results over longer periods with at least 30 conversions (50 for Target ROAS).

Did Google rename its Smart Bidding strategies in 2026?

Yes, from June 2026 "Maximize conversions with a Target CPA" shows as "Target CPA" and "Maximize conversion value with a Target ROAS" shows as "Target ROAS." Google says it is a label change only and bidding behavior is the same.
