A Meta campaign that sends people to WhatsApp optimizes for Maximize number of conversations, and in a Leads campaign on a new account that's the only goal you'll see. Meta finds people likely to start a chat. It has no idea whether the chat was a real customer. A lead goal does exist now, Maximize number of leads through messaging, but for WhatsApp Meta unlocks it only after you've shared at least 10 lead or purchase events from those chats within 30 days. Until then, lead quality is your job, not the algorithm's.
What it looked like on a call
On a mentoring call, an agency marketer was setting up click-to-WhatsApp ads for a new client, a women's health clinic with no past ad data. The clinic had run ads before and shut them down because the lead quality was really bad.
With WhatsApp as the conversion location, the performance goal was Maximize number of conversations, and the hover text said it was the only goal available for that conversion location. So the point we made was simple: Meta will bring you more and more conversations, and they could be anyone. If you want better leads, you have to find them yourself, by testing ad sets with different messages and audience signals and judging each one on the lead quality recorded in the CRM.
What Meta offers now
Here's what Meta's documentation says today:
- Conversations is the only goal in a Leads campaign. Meta's Marketing API guide for ads that click to WhatsApp lists conversations as the optimization goal for the Leads objective. Other objectives offer other goals, such as link clicks under Engagement.
- The lead goal is gated. Maximize number of leads through messaging is available with the Leads or Engagement objectives and is being introduced gradually. For WhatsApp, you need 10 or more lead or purchase events shared within 30 days, through the WhatsApp Business app or the Conversions API for business messaging. Chats must come from your ads and be labeled as a lead within 7 days of the click. Each Facebook Page qualifies separately. Meta also says some messaging campaigns are unavailable for ads delivered to and from Europe and Japan.
- Meta says it's worth it. By Meta's own figures, ads that click to WhatsApp optimized for leads had 24% lower cost per lead on average than ads optimized for conversations.
- Purchase optimization exists too. Meta's developer docs say the Conversions API for business messaging enables purchase optimization for ads that click to WhatsApp and Messenger, though not Instagram.
A new client with no history starts on conversations. The question is how fast you can graduate.
How we'd set it up
- Start on conversations, structured to learn. A few ad sets, each with one message and one audience signal, so lead quality in the CRM tells you which to keep. Not so many that none of them gets enough delivery, which we cover in count your ads before you raise the budget. On conversation optimization, Meta applies Advantage+ detailed targeting automatically with no opt-out, so treat the audience as a starting signal and let the message do most of the separating.
- Label from day one. In the WhatsApp Business app, go to Tools, then Your customers' activity, and turn on Allow Meta to receive information about events. Use Meta's predefined labels (Lead, New customer, Follow up, or New order, Pending payment, Paid, Order complete). Meta warns custom labels may not be attributed.
- Label only real leads. Our read: if every chat gets the Lead label, you're teaching Meta to find more chatters, which is the problem you started with. The same logic as optimizing to the right conversion, not the lead magnet.
- Switch once, deliberately. When the lead goal appears, move to it. Changing the optimization event is a significant edit, so the ad set goes back into learning. Do it once, then leave it alone.
The takeaways
- In a Leads campaign, click-to-WhatsApp ads optimize for Maximize number of conversations: Meta chases chats, not lead quality.
- Maximize number of leads through messaging exists, but for WhatsApp it needs 10 lead or purchase events shared within 30 days.
- Label real leads with Meta's predefined labels within 7 days of the click, and turn on event sharing.
- Until you qualify, test ad sets and judge them on lead quality in your CRM.
Common questions
What does Meta optimize for in click-to-WhatsApp ads?
In a Leads campaign, Maximize number of conversations: Meta shows the ad to people likely to start a chat with your business. It doesn't know what happened in the chat unless you share that back, so on its own it optimizes for chat volume, not lead quality.
Can I optimize WhatsApp ads for leads instead of conversations?
Yes, if your account is eligible. Meta's performance goal Maximize number of leads through messaging is available with the Leads or Engagement objectives and is being introduced gradually. For WhatsApp, Meta requires 10 or more lead or purchase events shared within 30 days, either from the WhatsApp Business app or through the Conversions API for business messaging. Meta says some messaging campaigns and metrics are unavailable for ads delivered to and from Europe and Japan.
How do I share lead events from the WhatsApp Business app?
In the WhatsApp Business app, go to Tools, then Your customers' activity, and turn on Allow Meta to receive information about events. Then label chats that came from your ads with the app's predefined labels: Lead, New customer or Follow up for leads, or New order, Pending payment, Paid or Order complete for purchases. Meta says custom labels may not be attributed.
Can WhatsApp ads optimize for purchases?
Yes. Meta's developer documentation says the Conversions API for business messaging enables purchase optimization for ads that click to WhatsApp and ads that click to Messenger, though not for ads that click to Instagram. WhatsApp's own guide points to the Sales or Engagement objective with a manual campaign setup for this.
Does it matter how quickly I label a WhatsApp lead?
Yes. Meta says chats must originate from ads that click to WhatsApp and be labeled as a lead within 7 days of the customer clicking the ad to count toward eligibility for the lead goal.
